In light of the recent discussion[1] about the removal of the special-character bans from the miscellaneous guideline, I’ve created a proposal[2] to update it. This proposal removes the current preference for simple ASCII quotation marks and ellipses, and adds a guide for the use of various special characters which may have simple replacements. It also separates the other two miscellaneous guidelines which are not “compatibility-related” into their own sections. The RFC period will expire on 2010-11-24.
