How do you deal with different versions on the existing subversion ? Is the .pdf generated by the contributors for the older .ly ? Using a clear coding guideline with a clean separation of notes and tweaks (or even the removal of tweaks), I think we could reach a decent level of maintainability. It doesn't solve all the problems but should help. And perhaps under this conditions a distributed file versionning system or a wiki could do the job better... I tend to believe that a patch submission process slow down the improvement of existing scores...
