This should work, and it works for me. (Confirmed variables: %-encoding of @ is not necessary. The trailing / is not required, but it doesn't hurt.) My mutt version tracks development pretty closely, but nothing notable has changed in URL parsing since 1.5.21. By "fail", do you mean that you get an error message such as "Invalid SMTP URL", or that you get authentication errors from the server? Can you send debug output showing what stages are successful? Can you trace smtp_fill_account in a debugger and confirm that it is not parsing your url correctly?
