Turns out it is mercurial that is expanding $HGROOT from the
environment. RHEL/CentOS 6.3 shipped with mercurial 1.4, which
apparently does not have this feature.
If possible I would like to make it work with the older mercurial
just to make it friendly for anyone using those systems, so I'd
still like to know why $HGROOT can't be expanded at the time $HG
is set.
