I see no problem with adding AM_MAINTAINER_MODE, but I think
changing the behavior to not generate those rules by default will
violate the expectations of those who are updating from the
Mercurial repository. If we did add this, it would need to be
AM_MAINTAINER_MODE([enable]), and the Debian scripts would need to
explicitly use the --disable-maintainer-mode option. Would that
be feasible?
