The following patch, which FreeBSD includes, does something very similar.
I think the documentation / naming could be improved a little
(specifically, "quote_quoted" is a little confusing, and doesn't explain
that the extra space is only added to format=flowed quoted text), but I
think the behavior is preferable to mutt's current behavior for most
users.
