#3697: Unable to set Cc in hooks

I would like to add Cc automatically when replying to some mails. I tried
matching the messages in a reply-hook or send-hook and using my_hdr to set
the Cc: header, but it is always silently ignored. When I set Reply-To:
instead, it works.
I have tried it in mutt 1.5.21 in Debian stable, but the changelog does
not reveal any changes in related areas since that version.
