I'm going to push ticket-3716-stable-revised.patch to the stable branch.
This is the same code as ticket-3716-stable.patch, but with the addition
of a comment (mentioning that skip_email_wsp() does the wrong thing
there). It seems prudent given the same error happened in ticket #3609.
