#3788: caret (^) changed from regex meaning to current mailbox

I have many folder-hooks that look like "folder-hook ^Whatever"
In v1.5.24, the caret stopped meaning "match start" and started meaning
"current mailbox."
This broke all my folder hooks *and* caused them to issue warnings when
first evaluated.
This is a backward-incompatible change. It doesn't seem intended, given
the changelog for that version.
