As Thomas Roessler noted in ticket #814, this is probably due to the check
for YESEXPR and NOEXPR starting with caret, which was added in
changeset:52ee1788cddf.
This was apparently in response to someone having a non-empty but
otherwise garbage value in there. See

Unless we can find out the value of the poster's yesexpr, I am reluctant
to remove the caret check, as it seems to have worked pretty well the past
15 years.
navratil, would you please tell us the output of running "locale -ck
yesexpr" on your system? I know this bug is pretty old, but if I don't
hear back, I'm going to close this and #814.
