This is following the existing design of the $pgp_* traditional pgp
options.  None of them are set to any default, allowing the use of
different encryption programs.

I agree this is less than optimal, given the ubiquitous use of gnupg.
It may be worth discussing changing the defaults to the values in
contrib/gpg.rc.

However, for right now, I think the best I can do is emphasize the new
option in the 1.6 release notes and point people to the contrib/gpg.rc.
