#3829: Add Sidebar Panel to Mutt

The sidebar patch has been maintained outside Mutt for over 10 years. It's
time that wait ended.
Because of the size of the change: (44 commits / 4300 diff lines), I've
put the changes in a pull-request on bitbucket.
