 This is not sufficient. From the definition of DST, the local time without
 DST information is ambiguous for 1 hour in the year. So, during this hour,
 it is not possible to know the offset.

 For instance, in France, in the night of the DST-to-NoDST change, at 3:00,
 one goes back to 2:00. So, if I give the local time 2:30 without
 additional information, one cannot know whether it was 2:30 before the
 change or 2:30 after the change.
