assumes ">" is the only quote character.  It never was; the
first ever, as known to me, was tabulator, and that is still
standardized (as an indentprefix when "quoting", aka
"forward"ing, in mailx).  At latest in April 1979.

   * Interpolate the named messages into the current
   * message, preceding each line with a tab.

Having said that, dealing with tabulator as a regular quote
character is quite hard, and we do not do it correctly. (:/
