I've pushed this up. Thanks Oswald for the suggestion about using html comments! I kept the suggestion to reference the email thread. I think most likely we'll end up creating the gitlab issue, but it's still a good reminder for developers too.
If there are any changes, it's as easy as a commit to the file in the repos, so just propose changes as you think of them.
