Not necessarily. The amount of change and complexity compared with the utility and number of users of the functionality also needs to be considered.
I personally don't think this is a feature with a broad user base, so feel like a small uninvasive change is a better trade off. The ticket author themself said all headers was an acceptable second choice for implementation.
But if other people chime in disagreeing, it's definitely doable to make a new set of ignore/unignore for unfolding.
