The manual.xml doesn't exist inside the dist build, so just add an
existence -f check around it.

sr.ht has been DoS'ed for the last week or so, and their builds haven't
been working (for me) until just today.

I discovered OpenBSD doesn't like the --tmpdir argument but does accept
"-p dir" so I've amended this commit as below.
