It should be easy to add a wrapper script around your editor, and then
call whatever text formatting tool from that wrapper after the editor
has exited. Then just set your Mutt $editor variable to point to that
script instead of your editor.
Up to you to find out the proper text formatting tools though, and to
make sure they don't mess up your signature block etc.
Why would anyone want to use full justification in their emails is
beyond me, since people don't have standard-width terminals and a lot
of mail readers use variable-width fonts. Maybe it's good in some
specific circumstances. I wouldn't recommend it as a general practice
however.
