Not quite.  The "From " header (ie, the "envelope separator") contains
the date/time when the mail was received by the final delivery agent. 
That time is usually close to the time that the message was sent, but it
is not the same.  And Mutt does not look at that timestamp unless you
sort by "date-received".  Likewise, when tagging by date, ~d examines
the Date: header, while ~r examines the enevelope separator time.
