I've no idea whether the RSA BSAFE lib comes with cmd-line utilities
that can do this. I do know that RSA has attempted to cram the BSAFE
lib down folks' throats, refusing to allow people to license right
to use their patented RSA algorithm in other implementations.

Fortunately, in just over 3 months, their patent expires.

If I were doing this I'd investigate OpenSSL; I've heard folks say
that particularly more recent versions have features that can be
helpful for doing S/MIME.
