Try:
set quote_regexp="^([ ?]*([|:}#]|>{1,3} |[A-Z]{2,3}>))+"
it should do what you want. Note that it won't consider the >>>> part a
quote at all, but that's what you have to give up if you want mutt to
consider the HP> part the first quote string it sees.
