What about changing the default value to ask-yes as a step in the "right"
direction?  We can suggest what would be a good thing to do, but give the
option for the user to ignore it.

I think it depends upon the ways that people are using encrypted mail.
Personally, I usally just encrypt sensitive information (passwords,
addresses, phone numbers) and send "ACK" messages to that information
unencrypted.  But the question of whether or not the response warrants
encryption is really up to the user to decide.
