I do what you're seeking with a folder hook.  My ~/.muttrc includes:

folder-hook outbox 'set index_format="%4C %Z %d %-20.20t (%3l) %s"'

which produces:

575     07/07/02 14:54 -0400 To Joe Foo    ( 11) New Red Hat Beta Announcement
