pgpewrap is part of mutt. At debian distri you can find in
/usr/lib/mutt. Or try /usr/local/lib/mutt.

$PATH doesn't include /usr/lib/mutt so you must change your muttrc
to /usr/lib/mutt/pgpewrap gpg ...
