If the From: address has been changed by the third send-hook, the fourth one won't match. However, if the From: address has been changed thanks to reverse_name, then the fourth send-hook will match. To sum up, it seems that the address matched with ~f stay the same while all send-hooks are processed. Is it the expected behaviour?
