Did you get that from a museum on tape? :-) Seriously, I don't think we should/need/do support something older than perl 5.003. With perl 4 I think your only options is to not build docs at all (edit top-level Makefile and remove 'doc' from the SUBDIRS and DIST_SUBDIRS lines) (or remove the perl call in doc/Makefile.am and live with partial documentation).
