I posted this query on the debian-users E-list, and was given
the recondite suggestion: look at .mailcap in your home
         directory, and add the line.
text/html; iceweasel -new-tab '%s'; test=test -n "$DISPLAY";nametemplate=%s.html
Well, I didn't have a .mailcap, but I created one with that
single line, and now my mutt displays in a new Tab, as desired.
I consider this solution to be an incomprehensible miracle,
           but, hey, it works.

I'd guess that those using different browsers might consider
replacing "iceweasel" above(iceweasel is the Debian name for
           firefox) with the appropriate brower.

HTH!
