Instead I set up a DEFAULT mailbox which is $HOME/mail/INCOMING. Also I notice that your DEFAULT mailbox is a hidden (dot) file. Don't know if that is a problem, but you might try unhiding it. The above may not addresses your problem. Post the contents of your .procmailrc file.
