There is a Content-Transfer-Encoding in the text/plain part, but it does not
seem to work as you described. Probably mutt have skipped that:

    Content-Type: text/plain;charset=UTF-8
    Content-Transfer-Encoding: quoted-printable
    Content-ID: text-body
