Based on what you've posted so far, it's not clear why you're having a
problem.  As Patrick said, the permissions you posted (from ls output)
show that you should be able to read the file.

So, I guess the question becomes, how are you trying to access the
file?  What application are you using?  What are you trying to do with
it?

It seems unlikely that you're planning to modify the PDF (though, that
is possible).  If you aren't, then the permissions it has should be
fine, and the application you're using must be trying to open the file
in a mode it shouldn't be.  That would be a bug (or possibly a
configuration issue) with that application.
