A better search for checking "what's available in later Debian releases?" would be: https://packages.debian.org/search?keywords=mutt (or you can just type in the URL "packages.debian.org/mutt" for short.) >From that search you will see that Debian packages for Mutt v1.10.1 are available in Buster (and Sid). So you would get a newer version of Mutt if you upgraded to Buster (though still not 1.12). (If you go up a directory and look at https://sources.debian.org/patches/mutt/ , you will find the patches included in later package versions as well as the 1.5.23-3 patches you were looking at.
