That sounds good.

RFC 5322 says only this: "The "Keywords:" field contains a comma-separated list of important words and phrases that might be useful
for the recipient."

That sounds like it's meant to be used by the sender of the message. I guess there's been discussion at the IETF, agreement to use that field for words assigned by the recipient?
