You could setup faux mailingl ist addresses that create that tag
automatically and then forward the messages onto the single list...
perhaps.

No. The lists get so low traffic, there's no need to make devs focus
on two lists. Inevitibly traffic gets mixed anyway.

The vim-latex suite people take this approach. They ONLY have a dev
list, and users post to it. That's confusing because people sometimes
don't think they should be positing to a dev list. It's probably best
to ONLY have a user list. Only partition into dev if people get
annoyed by all of the crazy dev discussions. Nowadays, people know how
to use Google Mail's "mute" feature, and there are not that many dev
conversations anyway.
