In your situation, I'd try and eliminate mvprelay. Let the Hauppauge software serve mvpmc's dongle named as dongle.bin leaving your dhcp server to serve the config file, which sounds like it is working now.. You could also replace the Hauppauge software with the linux alternatives to have an always on solution.
