Both seem to work OK from the UK as well - a problem with an ISP transparent
proxy perhaps?
My instinct is to suggest that the person doing the installation has forgotten
to edit the wiki skin file to add the snippet of php code used to insert the
collection box into the left hand side bar. This would be consistent with the
reported issue - that the Download as PDF link in the toolbox is there, but the
"Add to Collection" (from the portlet) isn't.
