Thank you Johannes for such a detailed reply. The lack of PDF Template
Blacklist does appear to be a source of error for the mw-serve program
as (from the log file output at least) seems to have difficulty
understanding the JSON formatted response from the server that can't
find the MediaWiki:PDF_Template_Blacklist page.
However, I will try your Coll-template_blacklist_title workaround when
I get a chance.
