We at pediapress can't really help since we have no experience with windows.
Have you tried installing re2c manually (as the error msg suggests)?
Even if you have no experience with linux I'd suggest that you try
installing some linux distro (e.g. Ubuntu) as a virtual machine on your
windows box.
