Notice that the single equal level 1 entries are not shown in the TOC.
Any reasons why?
There was indeed a reason for skipping lvl 1 headings from the PDF
bookmarks. Level 1 headings are the same level as articles - therefore
in a way they should not be used inside an article at all (at least in
my opinion).
But who am I to tell people how to structure their mediawiki articles.
