I'e had the same thing happen, and it's quite annoying. I started to
retrieve the branch for a backup, but then realized what had
happened.

In my Outline, the top-level partents are catergories that will never
be marked complete. I'm beginning to develop sub-categories that will
have the same characteristic.
My thought was that a "This item cannot be marked complete" checkbox
at the right bottom of the Properties General section would do this
nicely.

However, I think your proposal is superior. If some people really want
the current behaviour, it could be added as an " option on the
behaviour options where "Ask confirmation on task deletion" is.
