Your welcome, and your understanding of the "Active" Action Filter is
not correct. To borrow from MLO's Help, Filtering the To-Do List,

"To be placed on the list of Active actions a task should meet all
criteria listed below:

1) task must not have subtasks or these subtasks should be completed

2) task must not have completed parent tasks

3) Start Date parameter for the task is not set or Start Date is today
or in the past

4) task must not have the option Hide only this task in To-Do List
checked

5) task must not have the option Hide branch in To-Do List checked for
this task as well as for any of its parents

6) If one of the task's parents has the option Complete subtasks in
order checked, this task must have all above siblings completed to be
placed to the list. Or these siblings might have Hide in To-Do option
set."

You can also find the definitions of the other 4 Action Filters
(Available, Next Actions, Completed, All) there as well.

The idea of the Active Action Filter is to only present in the To-Do
view those actions that can be acted upon right now. If a task has a
Start Date of tomorrow or later, the user has decided that he/she
doesn't want to be reminded of that particular task until that
designated start date. Thus, it is not an "active" task yet. Or, if a
task has a predecessor task that must be completed before it can be
begun, then that task will not be an "active" task until its
predecessor task has been completed.

The Active Action Filter is very useful for presenting only those
items that are currently actionable. If you need a different view of
your tasks, you should investigate the other Action Filters to see if
they might meet your needs.
