If you change the Language for non-Unicode programs it will not affect
your Windows UI.
Try it and if it does not work then just return it back to previous
setting.

The option I mentioned:
Please open Regional and Language Options in Windows, go to Advanced
tab and make sure hebrew is set in Language for non-Unicode programs.
