Do you mean that
 -  you dismissed a reminder with date/time say 5/10/09 10:00
 - later you want to edit the reminder of this task
 - you click Reminder checkbox and since 5/10/09 is in the past
already the new date and time is set to Now + 10 min: 6/17/09 14:22

So you do not like this behavior and want that time was set to 10:00
again?

If this is the case then it might be tough to implement since 10:00
may be already in the past and once you click Reminder checkbox the
reminder will be shown imediatelly. This is why it is initialy set to
Now+10 min time.

Thoughts?
