Hi! I have seen the same syptoms with other HTML Help files (actually a whole lot of...). What I found out, was that HTML Help is limited to the "local" security zone by default since XP SP2 or sth. like that.
Several resolutions to that problem can be found here: http://support.microsoft.com/?scid=kb%3Ben-us%3B892675&x=16&y=14 What I used is the MaxAllowedZone solution.
