Try the following:

When you drag a task and the blue line appears, notice a small
triangle appears at the ends of the blue line. If the triangle points
upwards then the task will be set (i.e. dropped) at the same level as
a task above.  If the triangle points downwards the task will be set
(i.e dropped) at the same level as a task below. Move the mouse
slightly upwards or downwards to change the direction of the triangle.
