Oooh - so it does. Don't know why I didn't try that before. I think it was because the list in ToDo tab often doesn't appear to have focus when you return from the Outline tab (eg if the task you were on does not appear in the To Do list) and I had assumed that you would need to get focus into this window before the Home key works. Which, it transpires, is not the case.
