As far as I can find, there is no way to filter them out. I would like one, even though I do understand the idea that it's a view of all your tasks. It's not really a workaround, but what I do is define more views in the Todo views - I can't get outline structure, but I can usually figure out what it is I really want to see and create a view for that. For example, my toplevel folders are by Area of Focus, so I have a Todo view that shows me current tasks grouped by Area of Focus.
