Don't use the Next Actions filter if it bugs you. If you look up in
MLO's help file, it will explain that the Next Action filter will
place only one (first) active task for each project. If you do not
want this view, then try another approach.

If you use the Active Action filter in combination with the Active
Actions view, then the To Do view will give you all of your "next
actions" as defined by the GTD methodology (all of the subtasks of a
parent task if the "complete subtasks in order" field is not checked,
and only the first uncompleted subtask of a parent if the "complete
subtasks in order" field is checked, assuming that you have not
assigned a start date in the future).

MLO allows the user to define many customized To-Do views. If you
explain what it is that you are trying to achieve in your To Do view,
I am quite sure that someone in this community can help you set up a
To Do view that works for you.
