By input parser, do you mean the Rapid Task Entry Dialog or when you are already inserting a task and parsing the text you type into the Caption field? The RTE dialog already adds it at the bottom as far as I can tell, but you've already told the input parser upon typing the Caption where you want the task to go - it's too late then.

I thought that Alt-Ins would do what you want if the task is closed, because if I drop on a closed task it puts it last. So that would be my enhancement request to achieve this. In the meantime, the easiest way is to go to the current last task in the folder, and hit "Insert" and it will be put as a sibling below that task, or create it in the RTE entry box, and drag it onto the CLOSED project/folder. (As in the tree node is not open in the visible outline view).
