There seems to be some inconsistency in the rules for identifying
active tasks in v3.5.6, or maybe I am just misunderstanding the rules.

Based on the Help and on the User's Guide, I would expect tasks that
have a start date that is not empty and is set to some future date
(after today) to be "not active".  This makes sense and is the
preferred behavior.

When I create filters in the To-Do list, selecting "Action Filter:
Active" at the top of the filter pane works as expected.  However, if
I use an advanced filter instead and select "ActiveAction = TRUE" I
get a different result.  With the advanced filter, the To-Do list
includes actions with start dates in the future.

This difference is important because I am using the ActiveAction field
to trigger custom formatting, additional icons, custom views,etc.
Based on a previous post, it seems like the behavior was changed some
time around the 3.0.0 release:

Maybe it was only partially changed?  Am I just missing something?
