Just saw this-- the logical thing to do for natural language parsing is to 
distinguish using the word "by".

"Call Bob tomorrow " implies that it has a start time tomorrow.
"Call Bob by tomorrow" implies that it has a due date tomorrow.

"Call Bob from 3-4 tomorrow" implies that it starts at 3 and ends at 4. 
(though this isn't exactly how MLO treats start and end).
